In her opening statement, Sen. Murkowski (R-AK) said that over the past seven years, the Department has slowly but steadily abrogated the duty of managing our nation’s continental shelf properly.  “We now effectively have a Gulf of Mexico leasing program, and the shadow of a program for three major planning areas in Alaska.”
